The proposed structure is 16' x 24',Churchhill Downs inspired, consisting of two decks (two stories) 16' x 24'. Bleachers in front approx. 6' tall. From ground to ridgeboard approx. 30'. Entire structure except roof structure would be built with #2 pressure treated pine. Structure could be inground pole footers or totally above ground support with tie downs and buttress supports to qualify as a "temporary" structure. Access to the pavillion via grandstands to a gate.
There are plenty of options with this design. For example, if propery line buffer requirements restrict the width of structure,we could place the bleacher partially under the first floor deck. If we are restricted to above ground footers as a temporary structure,recommend limiting the deck to one level.

You are correct,if you count ground level as a floor, the structure would be
three stories. The two story concept you support has some attractons. We could
still build in a small third level for video and PA applications. I just like
the concept of one roofline. Of course, the design is absolutely flexible with
size.
Pete Sweet has promised to make this a discussion topic at the next Board
meeting. I have offered to cost out the lumber if the Board feels like this
would be helpful at this point. I believe that whatever we construct at the
property in the near future be economical,attractive,attainable,and can be
completed in a timely manner.
